PROBLEM TO BE SOLVED: To provide a technique of an image forming apparatus, having a cleaning blade capable of contacting the cleaning surface or leaving from it, that can prevent the cleaning blade from excessively biting into the cleaning surface when it is in contact. SOLUTION: The image forming apparatus has a cleaning blade which can contact the cleaning surface or leave from it and scrape off the toner sticking to the cleaning surface when it in contact, and a regulator to control the cleaning blade moving in the direction touching the cleaning surface to the position where the blade pressure does not exceed the predetermined threshold on the cleaning surface.
