A method for manufacturing a panel for a heating pipe and a mold for manufacturing the panel are provided to mold a panel body and a panel cover at the same time through the use of a single mold. A method for manufacturing a panel for a heating pipe, comprises a first step of mixing and crushing materials for producing the panel; a second step of extruding materials through a vacuum extruder equipped with a mold; and a third step of finishing the panel by drying the resultant structure. The second step extrudes a main panel and an auxiliary panel at the same time. The main panel has a body part(10) having a pipe installation groove(1), a channel(4), and a pipe covering groove and a cover part(2).
