PROBLEM TO BE SOLVED: To provide a bag forming apparatus that can make packaging bags for products of a high-mix low-volume production at low cost and simply, and a method for bag forming therefor. SOLUTION: Four mountain creases are guided from the inside of a bag section by four inside mountain crease guide plates 66-69 in the bag section formed to be a tube shape, a wrapping material 45 is pushed to each of inside mountain crease guide plates 66-69 from the exterior of the bag section with fixed pressure by four outside mountain crease guide plates 70-73 to continuously make mountain creases, and during this, left/right valley crease guide plates 74 and 75 are inserted between the mountain creases from the exterior of the bag section to make valley creases and perform the gazette insertion. In addition, the lateral space of the inside mountain crease guide plates 66-69 and the insertion amount of the left/right valley crease guide plates 74 and 75 are arbitrarily changed to be able to change the size of the bag section.
