PROBLEM TO BE SOLVED: To provide a rubber composition for an inner liner that makes it possible to improve air retention properties of a tire and both crack resistance and fracture characteristics under extremely low-temperature conditions. SOLUTION: The rubber composition for the inner liner comprises a rubber component consisting of 10-30 mass% butadiene polymer containing a 1,3-butadiene monomer unit and 90-70 mass% halogenated butyl rubber wherein the content of a cis-1,4 bond and the content of a vinyl bond in the 1,3-butadiene monomer unit of the butadiene polymer as measured by Fourier transform infrared spectroscopy are 98.0% or more and 0.3% or less, respectively.
