<P>PROBLEM TO BE SOLVED: To provide a compact illuminating device using a compact light source, whose incident angle on an object to be illuminated is easily controlled and whose loss is small, and to provide a projector using the same. <P>SOLUTION: Respective peripheral expansion parts 61b expand first luminous flux L1 and second luminous flux L2 made incident on the peripheral expansion parts 61b to both end sides in a ±X direction perpendicular to a system optical axis SA. Meanwhile, a central transmission part 61a makes luminous flux LO made incident on the central transmission part 61a pass as it is.
