A reformer, a fuel cell system and the reformer catalyst used in the fuel cell system are provided to offer the excellent reformer reaction efficiency. A reformer(20) generates a hydrogen gas from the liquid fuel. A stack(10) converts the chemical reaction energy of the hydrogen gas and an oxidizing agent into the electric energy and produces the electricity. A fuel supply source(50) supplies the fuel to the reformer. An oxidizing agent supply source(70) supplies the oxidizing agent to the stack and reformer. The fuel cell system(100) generates the hydrogen gas from the fuel through the reformer and uses a PEMFC(Polymer Electrode Membrane Fuel Cell) method.
