Provided are a CMS-based phosphor, which has surface charging characteristics of (+) polarity, and thus exhibits good discharge characteristics without a decline of brightness, and a flat display device using the same, which has improved reliance. The CMS-based phosphor is coated with metal oxide. The CMS-based phosphor has a composition of the following formula 1, wherein 1<=x<=10 and 1<=y<=30. A content of the coated metal oxide is 0.01-5 parts by weight per 100 parts by weight of the CMS-based phosphor. The metal oxide is at least one oxide selected from the group consisting of MgO, ZnO, PbO, Eu2O3, Nd2O3, Tm2O3, Dy2O3, Y2O3, La2O3, Al2O3, Tl2O3, In2O3, Bi2O3, HfO2, CoO, CuO, NiO, Ga2O3, MnO2, CeO2, Cr2O3, and Sc2O3, and has an average particle size of 10-200nm.
