PROBLEM TO BE SOLVED: To provide a technique for exterminating a noxious insect lurking in a package of leaf tobacco, etc., having a height and a width of≥0.3m, respectively, and a length of≥about 1m, capable of efficiently exterminating the insect at a low cost with simple treatment and procedures, without deteriorating quality of the leaf tobacco in the package, nor producing an adverse effect on the environment, nor causing a fear that the noxious insect having resistance to chemicals is created. SOLUTION: The method for exterminating the noxious insect of the leaf tobacco is conducted on the leaf tobacco in the package having a thickness of≥0.3m in a direction in which the package is irradiated, wherein the method comprises generating converted X-rays by applying an electron beam having energy of≥5 MeV to a converted X-ray target made of a metal having an atomic number not less than that of tantalum, transmitting the converted X-rays through the target, and irradiating the leaf tobacco with the X-rays, so that an absorbed dose of the X-rays is made to be not less than 100 Gy and not more than 300 Gy in all positions in a direction of the thickness of the tobacco.
