PROBLEM TO BE SOLVED: To efficiently degrade and remove hardly biodegradable organic matter and COD in an organic matter-containing water using an inexpensive chlorine based oxidizer without producing harmful organic chlorine compounds such as trihalomethane. SOLUTION: Organic matter-containing water is contacted with a treated material comprising metal oxide and/or metal hydroxide, thus the organic matter in the organic matter-containing water is subjected to oxidative degradation. The used treated material reduced by the contact with the organic matter-containing water is contacted with a chlorine based oxidant and is oxidized, so as to be regenerated, and the regenerated treated material is reused for the degradation of the organic matter in the organic matter-containing water. The organic matter in the organic matter-containing water can be efficiently degraded and removed using the metal oxide or metal peroxide, and the used treated material can be regenerated and reutilized. Since the chlorine based oxidizer is not directly contacted with the organic matter-containing water, there is no anxiety that harmful organic chlorine compounds such as trihalomethane are produced.
