PROBLEM TO BE SOLVED: To provide an inspection device and an inspection method for inspecting fish-eyes generated when manufacturing a film. SOLUTION: This film inspection device 10 includes a camera 12 having a sensor wherein a light source for emitting light transmitted through the film and a light receiving part, for scanning the film by the sensor; an analysis means 14 for converting a charge signal acquired by scanning by the sensor into a voltage signal, and analyzing a defective part of the film from the voltage signal; and a comparator 18 for comparing the analyzed voltage signal with a plurality of magnitude thresholds, and determining the magnitude threshold coincident with the voltage signal.
