PROBLEM TO BE SOLVED: To efficiently obtain a binder for a cellulosic fiber (hereinafter may be simply referred to as a binder) having excellent bonding force. SOLUTION: The binder for a cellulosic fiber is produced by steaming at least one selected from woody biomass and food products. The steamed product may be used as a binder for a cellulosic fiber without subjecting to solid-liquid separation, or may be subjected to solid-liquid separation, to recover insoluble components and soluble components, and respective components may be used as binders for a cellulosic fiber. The steaming process may be performed in the presence of an alkali metal or alkaline earth metal hydroxide, or the alkali metal or alkaline earth metal hydroxide may be added after steaming. And when the alkali metal or alkaline earth metal hydroxide are used, the soluble components are recovered by performing solid-liquid separation, and then precipitates are formed by adding acids to the soluble components, and the precipitates are recovered by performing solid-liquid separation, and then the precipitates are preferably dissolved in ammonia.
