<P>PROBLEM TO BE SOLVED: To provide an electrochemical element having high volume energy density by holding large electrostatic capacity, while suppressing the internal resistance. <P>SOLUTION: An electric double-layer capacitor is provided with an insulating substrate 1, polarizable electrodes 2a-2d arranged on the same surface of the insulating substrate 1, and an electrolytic solution impregnated into the polarizable electrodes 2a-2d.
