PROBLEM TO BE SOLVED: To provide a power supply for properly setting a voltage boosting rate, and a portable information terminal with it. SOLUTION: The power supply 100 is provided with a charge pump circuit 1 for boosting an input voltage applied to an input terminal t1 and supplying the boosted voltage to a load 9, and a voltage boosting rate setting section 2 for setting the voltage boosting rate XCP based on the input voltage, a target of the voltage supplied to the load 9 and a current flowing in the load 9.
