PROBLEM TO BE SOLVED: To provide an optical element having a small optical loss, compact size, and high performance. SOLUTION: The optical element includes an electrically conductive film 30 which includes an opening 31 and a rugged shape (concentric grooves 32) formed periodically on at least one surface 30a and which is structured to increase, by the existence of the rugged shape, the intensity of light entering a surface 30a and transmitting the opening 31. The optical element also includes a photonic crystal 20 having a refractive index periodic structure. In the photonic crystal 20, there are formed an optical waveguide and a defect structure (dotted defects 22) that optically couples with the optical waveguide, wherein the electrically conductive film 30 is arranged on the photonic crystal 20, with the opening 31 arranged closely to the defect structure.
