PROBLEM TO BE SOLVED: To provide a lighting device of discharge lamp capable of suppressing flash at the start of a discharge lamp and a lighting apparatus. SOLUTION: In the lighting device, a delay time from the start of a discharge lamp La until the shut-down state of a feedback circuit 4 is released is shortened greatly compared with a conventional one, and furthermore, the light control reference value SB (shut-down signal SB') until start of the discharge lamp La is established at a voltage level lower than the light control reference value at the time of a rated starting. Thereby, the difference of light control reference values SB (difference between the voltage level of shut-down signal SB' and the voltage level of light control reference value SB) around starting at the time of light control start becomes smaller compared with the conventional one, thereby, the discharge lamp La can be controlled to a prescribed light control level promptly after starting of the discharge lamp La, and a flash in which the output of light of the discharge lamp La becomes large instantaneously immediately after starting can be suppressed sufficiently and uncomfortable feeling felt by human eyes can be alleviated.
