PROBLEM TO BE SOLVED: To provide a paper feeder capable of preventing paper sheets from being damaged and a fall into an image forming device due to a strong abutment of the tip of the paper sheet, which is positioned at the top, on a paper feed roller by multiple paper sheets when drawing the paper feed tray by providing a member for regulating paper sheets in a lower guide plate in a part thereof between a paper feed tray and a separating part to regulate movement of multiple paper sheets to a part near the separating part with simple structure, and to provide an image forming device with the same. SOLUTION: The paper feeder is provided with the paper feed tray 2a to be detachably attached to an image forming device 1 main body, a call roller 3 for delivering the paper sheets P stacked on the paper feed tray 2a, a separating part formed of a paper feed roller 4 and a reverse rotating roller 5 for separating the delivered paper sheets P one by one, and a lower guide plate 29 for guiding the paper sheet P delivered from the paper feed tray 2a by the call roller 3 to the separating parts 4 and 5. A regulating means 29a for regulating the paper sheets P is provided in the lower guide plate 29 in a part thereof between the paper feed tray 2a and the separating parts 4 and 5.
