PROBLEM TO BE SOLVED: To provide a sheet material with a high dielectric constant easily made to have large capacity. SOLUTION: The sheet material with high dielectric constant 20 has a dielectric layer 21, and the dielectric layer has a plurality of dielectric particles 22. The plurality of dielectric particles 22 are arranged in a two-dimensional monolayer along a planar direction of the dielectric layer 21. The dielectric particles 22 are stuck to each other by a material 23. By the above, the dielectric particle 22 having a relatively high dielectric constant and the material 23 having a relatively low dielectric constant are prevented from being arrayed in series in a thickness direction of the dielectric layer 21.
