PROBLEM TO BE SOLVED: To provide a dust collector and a drainage facility of a water passage without hindering the inflow of water to a pump facility, and without causing flooding damage by the rise of an inside water level, by blocking an opening of a screen by garbage, when a garbage quantity flowing in the water passage is larger than a planned value, and even if a mechanical dust collector causes a failure. SOLUTION: This dust collector 200 has a fixed screen 201 arranged in the water passage 100 and an apron 202 continuously arranged on the fixed screen 201, and has a dust collecting mechanism of removing garbages collected by the fixed screen 201 when a rake 204 moves on a screen surface and an apron surface. The opening 210 for passing water going over the upper end of the fixed screen is arranged in a fixed screen 201 part or an apron 202 part, or a coarse mesh screen having a mesh coarser than the fixed screen 201 is arranged in the opening 210 by forming the opening 210.
