The device has a controller (B) performing servo-control measures for orienting a wind turbine (A), where the measures are sent to a manager (C). The electrical energy produced by the wind turbine is directed towards exclusively resistive users (U1, U2, U3) succeeded by a priority order given by the manager. A preheating boiler (D) is inserted in a return circuit of an oil or gas boiler (E) which is connected to a preheating circuit by radiators (F). The energy is replaced with that of a network in a boiler (G). The rest of the energy is sent to an end user e.g. a series of light spots (I).
