An image processing apparatus and an image processing method are provided to improve the influence of a noise and improve the fineness of the image. A signal dividing unit(110) receives an image signal, and outputs a low frequency component of the image signal and a high frequency component having a noise of a certain amplitude, respectively. A signal removing unit(120) receives the high frequency component of the image signal outputted from the signal dividing unit(110), removes a component corresponding to an amplitude range of the noise, and outputs the image signal. A signal combining unit(130) receives the low frequency component of the image signal outputted by the signal dividing unit(110) and the signal outputted by the signal removing unit(120), combines the received signals, and outputs the combined signal.
