An initial synchronization acquisition method between a satellite and a terrestrial base station is provided to be capable of operating uplink of a DRT(Dehop Rehop Transponder) of a satellite in fixed frequency mode while operating downlink in frequency hopping mode during initial network setup, thus time delay taken for acquiring synchronization is minimized. In case of network setup, an operation mode of a satellite(200) is set to an initial synchronization mode. Synchronization between an NCC(Network Control Center)(300) and the satellite(200) is performed according to the settings of the initial synchronization mode. When the synchronization is completed, the operation mode is converted into a communication mode. In the initial synchronization mode setup stage, uplink is set to a frequency fixed mode while downlink is set to a frequency hopping mode.
