An apparatus and a method for remotely managing a mobile terminal are provided to prevent the generation of an interrupt in remote management by detecting a repeatedly broadcast notification message and blocking it. A server(130) records a time stamp in a trigger body region of a DM(Device Management) notification message and transmits it to a designated MS(Mobile Station)(100) to remotely manage the MS(100). An MSC(Mobile Switching Center)(120) establishes a path for transmitting the DM notification message applied from the server(130) to the designated MS(100). A RAN(Radio Access Network)(110) wirelessly broadcasts the DM notification message to the MS(100). The MS(100) is remotely managed with respect to its operation program and data by the DM notification message.
