A construction plate and a manufacturing method for the same are provided to keep brightness of the surface of the construction plate, viewed from almost all inclination directions without the influence of angle of the incident light. The construction plate(1) is composed of a base plate(2) having an uneven surface(211); a priming coat layer(3) formed by applying a priming paint(31) on the surface of the base plate; a second coat layer(4) formed by applying a second coating paint(41) on the surface of the priming coat layer and formed with the uneven surface; a bright clear layer(5) formed by applying a first clear paint(51) containing plural flake type brightening materials(52) on a protruded part(212) of the uneven surface of the second coat layer; and a surface clear layer(6) formed by applying a second clear paint(61) over the whole surface of the second coat layer including the surface of the bright clear layer. Plural flake type brightening materials are arranged in parallel to the surface direction of the base plate on the bright clear layer.
