PROBLEM TO BE SOLVED: To enable a portable terminal device with a function for using electronic money to report whether or not it is in an environment allowing charging of electronic money.

SOLUTION: The portable terminal device 1 reports current situations by determining propriety of charging based on whether or not air charging is possible using the Internet based on whether or not it is connectable to the Internet 4, or whether or not a charge terminal 5 permitting air charging or direct charging is present around its current position.
