PROBLEM TO BE SOLVED: To provide a method of manufacturing optical element which has high productivity by simplifying a manufacturing process, and is capable of manufacturing an optical element having a high reliable optical performance and high reliability, and to provide a projection display device with an optical element obtained by the manufacturing method, as a polarization element. SOLUTION: The method of manufacturing optical element is provided with: a step of disposing a metallic glass layer 2 in the amorphous state on a substrate 11A; a step of forming a crystalline part 2b which is heated by laser beams and is crystallized and an amorphous part 2a so as to be striped as the plain view by selectively irradiating a metallic glass layer 2 with laser beams; and a step of forming a striped metallic glass lattice 14 on the substrate 11A by etching the metallic glass layer 2 composed of the crystalline part 2b and the amorphous part 2a.
