PROBLEM TO BE SOLVED: To provide a simplified apparatus configuration which is low in a manufacturing cost; to provide a waste liquid regenerating apparatus which can reduce a manufacturing cost. SOLUTION: A waste liquid generating tank 1 adopts a dual tank system, and a self-balance water tank 100 which is adjacent to a first treatment tank 2 and connected to the bottom of the treatment tank 2 is installed. The first treatment tank 2 and a second treatment tank 3 are installed, and each of the treatment tanks 2, 3 is equipped with a positive electrode 6, 13. The first treatment tank 2 contains water 7 as a negative electrode in the bottom, and the second treatment tank 3 uses its bottom as a negative electrode. A feed part 11 for feeding a cleaning liquid containing residual ink pigment, separated in the first treatment tank 2 to the second treatment tank 3 is installed, and the residual ink pigment and cleaning liquid are separated in the second treatment tank 3.
