PROBLEM TO BE SOLVED: To prevent a through current from being applied to an input circuit, when either of power supply potentials is turned on/off, in a semiconductor integrated circuit operating by being supplied with a plurality of power supply potentials. SOLUTION: This semiconductor integrated circuit is provided with an internal circuit 30, operating by being supplied with a first power supply potential; an inverter 40 inverting a control signal to be supplied from the internal circuit when the first power supply potential is supplied to output an inverted control signal; a level shift circuit 50 outputting a level shift signal, obtained by shifting the level of the control signal when the second power supply potential is supplied; a first input circuit 10 for receiving the supplied second power supply potential and performing logical operation, on the basis of the input signal and the level shift signal, thereby outputting an input signal, when the control signal is activated and fixing the output level when the control signal is inactivated; and a second input circuit 20 for supplying the input signal to the internal circuit.
