PROBLEM TO BE SOLVED: To provide a twisted-brush manufacturing apparatus facilitating to attach metal wires to a wire fixing device and finely adjusting the tension of the metal wires. SOLUTION: This twisted-brush manufacturing apparatus is provided with a first wire support mechanism 5 having a first clamping mechanism 10 clamping one ends of the metal wires and a second wire supporting mechanism 4 having a second clamping mechanism 20 clamping the other ends of the metal wires in parallel to each other, and defines the first clamping mechanism 5 rotatable. The plurality of metal wires 50 are disposed between the first wire supporting mechanism 5 and the second wire supporting mechanism 4, the respective end parts are clamped by the first clamping mechanism 10 and the second clamping mechanism 20, a plurality of short brush bristles 51 are orthogonally mounted between the metal wires 50, and first clamping mechanism 10 is rotated to twist the plurality of metal wires 50, fix the brush bristles 51 to the metal wires 50 by the rotation and helically dispose the brush bristles.
