PROBLEM TO BE SOLVED: To make it difficult to predict a time from outside when a moving monitoring robot which runs on a prescribed patrol route passes each place on the patrol route. SOLUTION: The moving monitoring robot 2 moves on the movement route to collect security information. A speed table generation part 83 selects a movement speed at random to generate a speed table. A movement control unit 13 controls a movement means 11 so that the robot may move at the movement speed stored in the speed table. Furthermore, it is selected at random whether or not the robot stops at each of a plurality of markers to be stop position candidates. A stop time at the stop position is also selected at random.
