PROBLEM TO BE SOLVED: To provide an "information system" that downloads an audio file so that an audio file which can not be used by an on-vehicle system at all is not generated. SOLUTION: At a download request made by the on-vehicle system 1, a user computer 21 installed in a user's house transfers first to (m)th files whose transfer is completed within a time for which communication with the on-vehicle system 1 is guaranteed among files to be downloaded to the on-vehicle system 1, file by file, in order. A process of transmitting data of each of the remaining (m+1)th to (m+n)th files to be downloaded to the on-vehicle system 1 by L bytes at each time is repeated until the data of the all files to be downloaded are all transmitted.
