A laser irradiator for hair care with low output power using vertical cavity surface emitting laser(VCSEL) is provided to allow operating at a low current, to allow long term use with low capacity battery, to improve focusing degree of laser beam, to facilitate application of the second dimensional array, to ensure the safety of the laser irradiator by operating only when both switches of power supply switch and laser operating switch are on, and to maximize the effect of hair care. The laser irradiator for hair care with low output power using vertical cavity surface emitting laser(VCSEL) comprises: a body part(100) with a shape like comb comprising a handle(10) and a head part(20) having a brush(21); a laser emitting part including vertical cavity surface emitting laser(VCSEL) and an operation switch(210); and a power supply established on the body part(100) for supplying electric power to the vertical cavity surface emitting laser(VCSEL).
