PROBLEM TO BE SOLVED: To provide a cutting device capable of simply and rapidly cutting the inner wall of a manhole to a given depth. SOLUTION: The device is provided with: a revolving ring 14 having an inside diameter larger than a diameter of a neck part 30 of the manhole and revolving in the horizontal plane; a rail 16 arranged and fixed to the upper plane of the revolving ring 14; a frame body 18 put as traveling on the rail 16; a fixing mechanism 20 for temporarily fixing the frame body 18 to the rail 16; a revolving shaft 22 designed to be movable as up-and-down motion and inserted into the revolving ring 14 at the middle position of the frame body 18; a cutting blade 24 with a disc shape arranged at the revolving shaft 22; a caster 26 arranged at a bottom of the frame body 18, as making a state where the revolving ring 14 is lifted on transferring the device, as making the revolving ring 14 a landing state as capable of being tilted at a setting of the device; and a revolving and driving mechanism 28 for revolving and driving the revolving shaft 22.
