PROBLEM TO BE SOLVED: To stabilize the generating state of steam by making a structure in which an exothermic agent is never moved while heating reaction of water and an exothermic agent is advanced after a water bag is unzipped in a heating device where a chemical exothermic agent is housed with a water pack in a heating tray and where the water pack and a protection sheet are unzipped simultaneously.

SOLUTION: An exothermic agent pack fixing plate 3 having an opening part 9 is manufactured with a paper board manufactured by milling fibrous material. The lower half 8 of the exothermic agent pack 4 obtained by packing the exothermic agent consisting of aluminum powder and unslaked lime powder in an unwoven fabric bag is fitted into the opening part 9. The water pack 5 obtained by packing water into a polyethylene film is superimposed with the exothermic agent pack 4. A tear tape 7 fixed to the end 10 of the exothermic agent pack fixing plate 3 is put through between the water pack 5 and the exothermic agent pack 4. A protrusion 12 for unzipping the water pack formed at the lower end of the water pack 5 is adhered with the other end 13 of the fixing plate 3 through the tear tape 7, and the residual part of the tear tape 7 is made to project from the upper end edge of the heating tray 2.
