PROBLEM TO BE SOLVED: To provide a device for detecting abnormal images of a surveillance camera in each mode so as to efficiently perform such operations as to perform maintenance, check, or repair corresponding to statuses of the surveillance camera. SOLUTION: The image abnormality detecting device of the surveillance camera comprises an image capturing means for capturing an image from the surveillance camera; an image statistics calculating means for calculating a plurality of image statistics for the image captured by the image capturing means; a normal time image statistics recording means for recording the image statistics for the normal time image; a means for setting an image abnormality generation value threshold in reference to the image statistics for the normal time image; and an image abnormality detecting means for comparing respective image statistics of the image captured by the image capturing means and the image abnormality generation value threshold, and detecting it as abnormality that at least two kinds of image statistics among the respective statistics of the image captured by the image capturing means deviate from the image abnormality generation value threshold.
