PROBLEM TO BE SOLVED: To provide a method of suitably manufacturing a limiter device that is used as optical fiber face plate night-vision goggles for the purpose of suppressing arbitrary damage from intense light entering an image intensifier tube. SOLUTION: An optical fiber face plate 70 is equipped with a plurality of optical fibers, each of which contains a cladding 72 surrounding an optical fiber core 71. In the cladding 72, the optical fiber core 71 extends between the input and output surfaces of light. The cladding includes a first part 73 that surrounds the optical fiber core adjacent to the input surface and a second part that surrounds the optical fiber core between one end of the first part and the output surface, wherein the first part 73 and the second part are composed of different materials.
