PROBLEM TO BE SOLVED: To provide a passive damper capable of realizing damping for vibration in a wide scope from small vibration to large vibration. SOLUTION: An outer cylindrical member 12 and a substantial shaft member 13 are integrally connected through a vibration damping member 14 and a cylindrical intermediate member 15 to constitute the damper 11. The outer cylindrical member 12, the shaft member 13, and the intermediate member 15 can be relatively displaced. The outer cylindrical member 12 is connected with the intermediate member 15 through a first vibration damping member 14A for absorbing energy by bonding, and the intermediate member 15 is connected with the shaft member 13 through a second vibration damping member 14B for absorbing energy by bonding. A change-over mechanism 16 is provided between the intermediate member 15 and the outer cylindrical member 12. The change-over mechanism 16 is composed of a pair of locked projecting parts 12a protruding from the outer cylindrical member 12 and an engaging projecting part 15a provided on the intermediate member 15 and positioned between the locked projecting parts 12a.
