PROBLEM TO BE SOLVED: To obtain a reproduced image having quality capable of extracting recording information by recording and reproducing a hologram recording medium at the same temperature while suppressing variation in refractive index of an optical path. SOLUTION: A system control section 14 heats or cools an area different from a recording area or reproduction area of the hologram recording medium 50 by a heating and cooling device 11 to hold the recording area or reproduction area at the same temperature (specified temperature). Consequently, shrinkage and expansion of the hologram recording medium 50 are suppressed to avoid deterioration of the reproduced image or a failure in reproduction. At this time, the area different from the recording area or reproduction area is heated or cooled, so the temperature of air nearby the recording area or reproduction area is not varied so much and then the variation in refractive index of an optical path of signal light 100 and/or reference light 200 can be suppressed, so that information can be recorded or reproduced normally.
