PROBLEM TO BE SOLVED: To provide a system, method and program for measuring displacement information preferably measuring and confirming the 3-D displacement of a building itself by preferably calculating the reference points on the building from the 3-D point group data of the measured building using a 3-D laser scanner. SOLUTION: By using the 3-D laser scanner 12, the 3-D point group data of before and after the displacement of the building 14 are measured. On the other hand, a survey is conducted by using the total station by setting up a reference points including a stationary point in the outside of the building 14. The 3-D point group data of before and after the displacement of the measured building 14 are transformed into the data in the coordinate system constituted in the computer 11 on the basis of the reference points. After that, the computer 11 creates a plurality of approximation surface respectively from the transformed 3-D point group data of before and after the displacement of the building 14, and intersections are respectively calculated, and the difference between respective intersections are calculated as the displacement information.
