PROBLEM TO BE SOLVED: To provide a filler, wherein a gel time is shortened, required strength is obtained in a short period of time, the increase of the strength thereafter is small and the adhesion strength to a body or the like is low, and a method of constructing a structure using the filler material. SOLUTION: A tunnel 1 is constructed by a step for excavating a ground G, a step for assembling segments 20 inside a space formed by the excavation of the ground G and a step for filling gaps K2, K3 formed between the ground G and the segments 20 with the filler 10 which is a mixture of a liquid A comprising water glass and water with a liquid B of a suspension containing calcium hydroxide.
