A WDM PON using a wavelength-locked optical transmitter is provided to utilize downstream band lights, outputted from idle downstream optical transmitters, as injection light sources for remaining downstream optical transmitters, thereby ensuring superior transmission quality with low costs and easily increasing power of downstream injection lights by increasing the number of the downstream optical transmitters utilized as the injection light sources. In a WDM PON(Wavelength-Division-Multiplexed Passive Optical Network)(100), a central office(110) comprises the followings: plural downstream optical transmitters(120-1~120-N) for outputting downstream optical signals having wavelengths according to downstream injection lights; a wavelength division multiplexer(160) which includes plural de-multiplexing ports connected to the plural downstream optical transmitters(120-1~120-N), and a multiplexing port connected to a feeder fiber(200) to perform wavelength division multiplexing and wavelength division de-multiplexing; and at least one optical switch(140-1,140-(N-1)) which is interposed between the downstream optical transmitters(120-1~120-N) and the de-multiplexing ports, and inputs downstream band light, outputted from a selected downstream optical transmitter, into the multiplexing port, and then inputs a downstream optical signal, outputted from a remaining downstream optical transmitter which is not selected, to the de-multiplexing port.
