A method for fabricating a radio frequency IC and an antenna is provided to obtain sufficient resistance under severe usage environment, by having a first protection material covering an IC chip and a second protection material covering a part of the antenna. In a radio frequency IC tag, an IC chip(11) includes a response circuit receiving a signal transmitted from an interrogator and transmitting a response signal as to the signal. A rectangular antenna(91) is connected to the response circuit. A first protection material(14) covers the IC chip. A second protection material(15) covers at least a part of the antenna, and is softer than the first protection material.
