A packer unit of a soil nailing apparatus is provided to increase the installing and removing performance of the handle packer by fixing the first fixing device at a predetermined position of the reinforcing pipe, inserting the handle packer mounted at the outer surface of the packer pipe, and then fixing the second fixing device. A packer unit of a soil nailing apparatus is composed of a fixing plate(32) fixed at the outer surface of a packer pipe(31) when the reinforcing material is a pipe(10a); plural compression rubbers(33) and washers(34) alternately fitted at one side of the fixing plate; a pressure member(35) fitted at the outer surface of the packer pipe; a soil nailing handle packer(32) combined with a handle nut(36) at the male screw of the packer pipe; and an impurity removing pipe(24) mounted to withdraw the air or the impurities due to the cement grout injected in the penetration hole under the handle packer. First and second fixing devices(41,42) are placed at the upper and lower ends of the handle packer.
