A method and a device for effectively offering tactile information are provided to convert texture of a virtual or real object into the tactile information of a domain distinctly perceived to a user without feeling pain and transfer diverse tactile information by modulating a frequency or displacement of the tactile information. An input part(610) receives a position pointed by an input tool. A collision detector(632) determines collision between the input tool and the object from the position pointed by the input tool and the position of the object. A tactile information generator(634) generates the tactile information for movement of each tactile device from the texture information of the object in case that the input tool collides with the object. A tactile information converter(636) converts the tactile information into the tactile information of the domain perceived to the user. A converter converts the converted tactile information into a tactile device operating signal. An operating part(640) operates the tactile device according to the tactile device operating signal.
