PROBLEM TO BE SOLVED: To provide a control network system in which a node is safely and easily set in installation, and an operating method for the control network system. SOLUTION: The control network system to which a node having a unique identifier is connected is equipped with: a first key distributing means (KDC4B) for distributing a first key for encryption communication to the node; a first information providing means (PS4B) for providing a role name corresponding to the unique identifier and a second key to the node through encryption communication using the first key; and a second information providing means (PS) for providing setting information used for encryption communication using the second key for the node at a request using the role name.
