<p><P>PROBLEM TO BE SOLVED: To provide a vacuum heat insulating material having inexpensive construction for long-time improved heat insulting performance without causing unevenness due to an adsorbing material. <P>SOLUTION: The vacuum heat insulating material 16 comprises a core material 18 storing an inorganic fiber polymer not including binder in an internal bag 21 of a plastic film, and an external coat material 19 storing the core material 18, internally depressurized, welded and sealed at its peripheral edge and formed of a laminated film.
