PROBLEM TO BE SOLVED: To provide an image forming apparatus wherein toner can be removed from a transfer roller even during image formation without wearing transfer means such as the transfer roller. SOLUTION: A cleaning device 60 including a transfer cleaning roller 70 for magnetically attracting toner T stuck to a transfer roller 22 and a recovery unit 90 for scraping and recovering the toner T attracted to the transfer cleaning roller 70 is disposed in the vicinity of the transfer roller 22. The transfer cleaning roller 70 comprises a cylindrical transfer cleaning sleeve 72 made of an electrically insulating endless plastic sheet and a 4-pole columnar magnet roller 74 disposed in the transfer cleaning sleeve 72.
