<P>PROBLEM TO BE SOLVED: To provide a development apparatus wherein sticking to a developer carrier like a developing roller of an excessively charged developer can be suppressed by prompting renewal of a developer carried on the developer carrier and an electrostatic latent image can be developed satisfactorily, and to provide an image forming apparatus capable of forming images of high quality by having this development apparatus mounted thereon. <P>SOLUTION: A development apparatus 300 for developing an electrostatic latent image formed on a photoreceptor 100 using the developer includes a developing roller 301, a charging member 306, a charge removing member 307, a developing bias application device B1, a charging bias application device B2, a supply bias application device B3, and a bias control part CT.
