PROBLEM TO BE SOLVED: To provide an incombustible decorative laminate which is almost free from the generation of cracks and notches and does not warp upward during handling, and is excellent in antistaining properties, scratch resistance and impact resistance. SOLUTION: Incombustible substrate is produced by providing a water-soluble resin composition wherein 100 pts.wt. of the solid component is composed of 3.0-7.0 pts.wt. of a phenol resin and 97.0-93.0 pts.wt. of an inorganic filler containing 5.0 or more pts.wt. of colloidal silica as a solid component, impregnating a glass paper with the water-soluble resin composition, followed by drying to prepare a prepreg in the half-cured state, and then laminating a few sheets of the resultant prepreg, followed by heating and pressuring.
