PROBLEM TO BE SOLVED: To provide an emulsion coating composition which generates only a small amount of VOCs but can form a multilayer coating film having good adhesiveness, film-forming properties, and wettability and hardly generating cracks, and to provide a method for forming a multilayer coating film using the same. SOLUTION: The emulsion coating composition comprises a crosslinkable emulsion resin (a) having a curable functional group obtained by emulsion polymerization of a monomer mixture (a') having a glass transition temperature of -30-10°C, a crosslinkable emulsion resin (b) having a curable functional group obtained by emulsion polymerization of a monomer mixture (b') having a glass transition temperature of 45°C or higher, and a non-crosslinkable emulsion resin (c) having a curable functional group obtained by emulsion polymerization of a monomer mixture (c') having a glass transition temperature of 0-100°C.
