PROBLEM TO BE SOLVED: To provide an oily base agent used externally, having less the phenomenon of oozing liquid components over time (bleeding), which is a characteristic of the oils and fats base agent, as the base agent of a medical external agent, cosmetic and hygienic product. SOLUTION: This oily ointment base agent suppressed with the bleeding is prepared by heating a small amount of a rubber elastomer such as a styrene-isoprene-styrene block copolymer together with a semi-solid oils and fats such as white petroleum jerry, etc., melting and then agitating.
